Pakistan Single Window (PSW) is a web-based submission system for all regulatory documentation requirements for imports, exports, and logistics. In addition to centralized ICT-based services, simplified processes, effective and reliable automation, harmonized data exchange, and risk-based regulation selection, PSW improves cross-border trade processing.
The Pakistan Single Window (PSW) is registered under section 42 of the Companies Act 2017 and administered by the Federal Board of Revenue Customs Department.
It was announced by the Prime Minister’s Office that Pakistan will launch its Single Window (NSW) by 2022, also known as the Pakistan Single Window (PSW). The Pakistan Customs Department has been designated as the ‘Lead Agency’ for the creation of this important reform initiative. As part of this initiative, the Federal Board of Revenue (FBR) has established a Program Management Office (PMO).
As a central point for all import, export, and transit-related regulatory requirements, a Single Window facilitates standardized communication and documentation between parties involved in trade and transportation. Electronic information should only be submitted once per element. Pakistan Single Window will improve the efficiency, transparency, and consistency of trade-related business processes while reducing the cost and time of doing business.
While the concept was designed primarily to integrate and strengthen government-to-government (G2G) and business-to-government (B2G) interactions, B2B transactions have been incorporated, including port operations, trucking, and warehousing. There are multiple public and private sector stakeholders involved in the PSW, including regulators, traders, freight forwarders, banks, terminal operators, and transporters.
With the addition of online subscriptions and customs registrations for Free Tax Number (FTN) holders, including federal and provincial government departments, diplomatic missions, non-governmental organizations, hospitals, universities, and research institutes, PSW has recently expanded its scope.
WeBOC User IDs are now issued electronically through the PSW platform to FTN holders, so they do not need to visit Customs offices. In addition to allowing electronic validations and verifications, the new system takes only a few minutes instead of the usual 10 days for customs registrations. It also integrates with NADRA, the FBR, and other government databases.
We have already discussed what PSW is, but here are some other key features that will help you grasp its purpose and significance:
A digital database eliminates the need for customs departments to receive separate applications from other government departments.
Using PSW to Automate Routing:
PSW automatically notifies any government agency if their goods require licenses, permits, certificates, or other documents (LPCOs).
PSW and paperless processing for a connected government:
Through the automation of cross-border trade back-end processes, paperless transactions and connected governments will be ensured. To ensure regulatory compliance, government controls will also be simplified and improved.
Incorporating Risk Assessment into PSW:
PSW will incorporate risk assessment for customs and other government departments to ensure that consignments are examined based on risk assessment. There will be an increase in authentic trade.
Through PSW, cargo tracking will become more efficient, transparent, and real-time.
PSW’s E-payment system:
You will no longer have to pay banks, ports, and OGAs separately by using PSW’s e-payment system.
PSW Knowledge Management:
Through PSW, a knowledge-based management system, cross-border trade is made easier.
PSW’s Help Desk and E-appointment System:
An e-appointment system and a help desk will be available to users.
The following are some of the benefits of Pakistan Single Window (PSW):
As well as boosting cross-border trade, Pakistan Single Window will enable live tracking of cargo and goods. Previously, clearing cargo from customs could take days, but now that PSW is in place, it will take only hours.
It has been decided by the government to connect 74 public sector departments to the Pakistan Single Windows (PSW) until 2024 in order to clear imports and exports. Several of the departments are connected, including:
